Victoria’s rental laws continue to evolve, and from 25 November 2025, several important updates will take effect. These include new minimum standards, revised rent increase rules, and updated notice period requirements.

1. Minimum Rental Standards – Advertising
From 25 November 2025, all rental properties must meet Victoria’s minimum rental standards before being advertised. Previously, checks were only required before a renter moved in. This update ensures properties are compliant and safe from the moment they reach the market.
Key standards include:
- Functional locks and deadlocks on external doors
- Safe heating in the main living area
- Adequate lighting and ventilation
- Weatherproofing and structural soundness
- Modern electrical systems with circuit breakers
- Privacy coverings with compliant cord anchors
- Functional kitchen and bathroom facilities
- Laundry taps with hot and cold water
- Mould-free interiors and compliant smoke alarms
To ensure compliance, RENTED conducts pre-advertising inspections and routine condition checks. These are visual assessments, and if any concern arises, we will reach out to you and organise a qualified trade or building inspector to confirm that the property meets all standards before advertising.

2. Minimum Standards – Blind Cords
From 1 December 2025, all Victorian rental properties must comply with updated safety requirements for window coverings. Any blind or curtain cords must have secure anchors or safety devices installed to eliminate hazards.
Our property managers at RENTED have already integrated this requirement into regular inspections. If your property has not yet been updated, our team will reach out and quickly arrange a qualified trade to install the necessary safety fittings.
3. Rent Increases – Updated Rules
From 25 November 2025, rental providers must give 90 days’ written notice before any rent increase. The notice must clearly include the new rent amount, the effective date, and the calculation method.
Renters can request a review if an increase seems excessive.

4. Evictions and Notice Periods
From November 2025, several key changes will apply to how rental agreements can end.
Fixed-term evictions will no longer be allowed. A lease will automatically continue on a periodic basis unless the renter provides notice to vacate.
Most “end of lease due to owner reason” notices will require 90 days’ notice, an increase from the previous 60 days. This applies when an owner or dependant moves in, the property is being sold, major renovations or demolition are planned, or the property use is changing.
If a notice to vacate is issued, the renter can choose to leave earlier by providing 14 days’ written notice.

5. Penalties and Enforcement
Non-compliance carries significant penalties and stricter enforcement.
Fines for renting out a non-compliant property may exceed $11,000 for individuals and $59,000 for companies. Other outcomes can include compensation orders, insurance complications, or restrictions on leasing.
Keeping records, certificates, and maintenance documents up to date is essential to reduce risk and protect your investment.
